The Opportunity Gap - Is Virginia Providing Equal Access to Education?


ProPublica analyzed federal education data from the 2009-2010 school year to examine whether Virginia provided high-poverty schools equal access to advanced courses and special programs that researchers say will help them later in life.

This report contains the findings of a study that compared the relative rigor of Virginia proficiency standards in mathematics and reading using the National Assessment of Educational Progress (NAEP) scale as a common yardstick.
